Hazard Identification and Risk Assessment (HIRA) is a procedure in safety that includes hazard analysis, probability and consequence assessment, risk classification based on existing controls, and suggestions to decrease those risks.

A HIRA is beneficial to the emergency management profession for reasons:

It assist incident managers in preparing for the worst-case scenario and the most likely dangers.
